I grew up around the Baltic area and consider it one of my "home" towns.
Baltic was, even around 25 years ago, a primarily Norweigan town. In the last 10 years in particular, there has been a lot of outside people moving in. A lot of new houses have popped up primarily on the northeast and southeast side.
The people in Baltic I have alway felt are some of the friendliest people I have encountered. There's a very good chance that if you're at one of the local watering holes you'll find someone telling a Norweigan joke, and they're probably of the same heritage.
I have no idea what the few apartment buildings in town charge for rent. As to crime, you might think something has been stolen until whoever borrowed it brings it back
