It would be fair to swap the new Rangers in favor of Dundee (the club I presume was second in the promotion standings). The clubs making up the rest of the SPL, however, will likely vote in favor of their pocketbooks and the league's immediate financial future.
Does the potential relaunch only affect Rangers from the business end or will the literally become a new club with no official history?
