I read in the Phoenix forum that CA can cut off Az in the event of a severe drought. What about NV and UT? Where does Vegas and St George get there water?

Under the terms of the Colorado River Compact, the upper basin states must send a set amount to the lower basin states no matter what, so in case of a severe enough drought, the upper basin states would need to quit drawing their full allocation to make sure the lower basin states get theirs.

St. George doesn't draw from the Colorado system at this point, but if the Lake Powell Pipeline is built, it will, and yes, the pipeline could be shut down in case of severe drought because Utah is an upper basin state.

Nevada is a lower basin state.

Yes, and they are drilling a lower intake for the Las Vegas supply in case the level goes below the older intakes.

Lake Powell is low also. A couple of years ago, people were even able to visit some of the "lost" canyons that had been submerged by the dam.
