They never did say what they learned in Kansas City when they went down there to see how they lowered their homicides.

The only thing I've heard is it is the fault of "guns," judges and the white rural conservative Missouri legislature.

I believe St. Louis spends somewhere around $150 million a year on crime too. So that's pretty sad.

But when it comes to homicide investigation the police rely heavily on the cooperation of witnesses, and lot of people have no intention of talking to the police.

Nationally, about 50% of murders are cleared with conviction rates somewhere under 20%. Considering the number of murders in St Louis that are not direct acquaintances, That clearance rate is low but not unexpected.
