Could having High Speed Rail available be a positive or negative thing for the area? I ask because of this article: Mayor Miner Says to NYSDOT, High Speed Rail Can Be an Economic Catalyst for Syracuse Region

I guess it would depend on the scope of their plans, i.e., service levels and alternatives requiring different infrastructure improvements, etc. I doubt upgrading track is going to have a significant increase in rail traffic. It sounds more like a much needed upgrade that brings upstate New York into the 20th century (let alone the 21st) than any major economic boost. Under that plan, the 463-mile trip from New York City to Niagara Falls would take 6 hours and 2 minutes, compared to 9 hours and 6 minutes for the least expensive plan that would allow trains to travel at 79 mph. I hardly think that is significant enough to impact consumer travel mode preferences. That said, I would be curious on how this will impact Hancock International Airport? A high-speed train may take you into the heart of Manhattan, but it will be very difficult to compete with a 45 minute flight to Kennedy. I guess it depends on your flexibility, if time is on your side, taking the train might be a good option.

See page 3-2, 3-3 for for service levels and alternatives.
