Sarasota long ago knocked down anything of interest and replaced with all new shopping centers and condos. Yeah, a few cute old buildings remain downtown, but there isn't much. Not like St. Pete, which has such an interesting juxtaposition of old and new (LOVE the new Dali museum!)

Anyway, those are my thoughts on the subject.
Actually this snowbird vacationer (OK... I stay for 6 months until your laws say I have to go back to Canada), loves the old St. Pete. I keep my sailboat at the Municipal Marina, and truly enjoy the somewhat bohemian atmosphere, although a lot of the restaurants are getting pricey.

Keep the indie look and feel. Don't have chain anything come in, you wreck the atmosphere. Don't fill it up with bars, although there should always be a few.

Its not bad as is however if it needs anything its perhaps more reason to visit the area, bring back something like Webb City as an anchor store https://c1.staticflickr.com/7/6130/5...fd993305_z.jpg
.Have stores stay open later. a large movie theatre complex,
,A new pier that has bars restaurants and some street food trucks on the way out, and be used as a pier for various casino boats and other types of excursions.

Yep. Bay Plaza damn near killed downtown with their redevelopment master plan.

The only thing DTSP needs is to move the obvious homeless presence out...with their dogs and subtle panhandling it gives off a depressing vibe...yes it sounds heartless(and it is) but I'm just stating the obvious...and addressing the OP's question...

Correct to many bums and drunks and perscription drug abusers here. They sleep in doorways and public parks. Hell if I want to hang out we're I get hit on for money at every corner. Get a job and stops leaching off other people.

Downtown St. Pete could use some more motorcycle parking. In a region known for its unfriendliness toward pedestrians and cyclists, promoting safety could be a PR victory for St. Pete. Small, agile vehicles are better suited than three-ton suburban assault vehicles to the pedestrian-rich downtown environment. Hit and run collisions would also be reduced, because one can't really abscond after a collision on two wheels.

Taking it a step further why not have areas of downtown where its no traffic just pedestrians/ Beach Drive from 5th ave N to 1st ave S would be a good candidate for such a venture.
Also 2nd ave from 3rd st out to the end of the pier
