I needed to pick up my niece from high school early and was escorted to her classroom by security. As we were walking there, i couldn't help but notice all the trash on the floor in the hallway. It been a while since i been a student and inside a school, but is this normal? Do kids just trash the school?
No different than when I was a did. Nothing was really clean. I'm not talking about simple daily trash, but poor cleaning throughout. Funny, the cleanest section of the whole building, including the bathrooms, was the shop. The shop teacher didn't rely on the janitors for cleaning but ensured that at the end of the day that the students taking shop cleaned the shop and bathrooms for the next day. We took pride in what we did.
When we attended school functions as parents, I would have been embarrassed to the principal to let community members see how dirty my building was, esp the bathrooms.

I've subbed in quite a few schools. It is normal for kids today to leave plastic water bottles, empty potato chip bags, candy wrappers, pens, pencils, crumpled up paper, etc on the floors or on their desks. Many students do not bring a pen or pencil to class and ask me for one. I tell them to look on the floor since there is likely one laying around.
I graduated from high school 50 years ago. The class would not have been allowed to leave the room if there was one piece of trash on the floor.

It was normal when I was in school. We were pigs. But the janitorial staff was awesome and would come running to clean up any mess. Maybe janitors are not as dedicated as they used to be.
When I was in grade school our janitor came up with an idea: two "golden waste baskets." They were decorated and labeled small trash cans, like a trophy. At the end of the week he would decide which classrooms were best kept clean and award one to each of the top two. Our grade school was pretty clean. I don't recall trashy hallways at any of the schools where I studied or taught. Plenty of kids don't throw away their wrappers etc. inside the classroom if the teacher doesn't get on them about it. I'd guess it depends on the location.
There are 23,872 High Schools in the US. In my school district there is one. It's always incredibly spick and span, so all High Schools in the US must be incredibly clean.
In China (where I taught for a few years) students clean up their own classrooms.
I suspect that in most schools in US if teachers/school officials tried that, parents would go crazy and sue. It sounds like an excellent idea , i am just not sure that it would work in our society.
I was at the same high school for over 25 years. In all that time, even with changing demographics, we could not get the kids to take their trays up and get rid of them, they left them on the tables. Some years, and some Administrators, were better at getting the kids to clean up after themselves but there was always a certain number who wouldn't.
So you had a highly paid Assistant Principal (when one bothered to show up for their lunch duty) and highly paid teachers busing the tables when lunch was over (300/lunch times 3 lunch periods).
I was assigned lunch duty one year (when I wasn't called out of class to fill in for the assigned Assistant Principal who was busy organizing his Fantasy sports teams in his office) and was instructed to start busing the tables. My response was to tell the Administrator, in this case the Principal, to do his ****ing job and make the kids do it like they were supposed to. That was my last day of lunch duty that year.
I always wondered why I had a rocky relationship with many Administrators.
To the original question, it's a bunch of moving parts that include the students, the Administration, the staff and the custodians and their expectations. The mind set of many of the kids is that cleaning up after them is the custodians' job. We had some teachers that the custodians wouldn't even clean their rooms they were such a wreck or the teacher had pissed them off.
