To be honest, I had to read it twice because it is so bizarre and/or funny. And yes, homeland security around my place consists of a really big dog and .... nevermind.

Only one in Knox is right next to Oak Ridge and far away from New Year's celebration venues. I find that to be bizarre. Are you sure this isn't a decoy list?

Its very common to see the checkpoint stop lists in the local newspapers, for example. I have never known them to be decoy lists. I dont know if its a requirement for them to post them or not, but i think its silly to announce them.

As for the homeland security, in the past several years each state has homeland security directors in order to coordinate better with the feds, TN has one for every region and they were placed under the umbrella of the Department of Safety. I guess thats why they changed the name.
