Take a look at Spencer Tenn. Small town alot of building going on now.
Schools are good, close to Falls Creek Falls state Park.

Can you give us more info please? You will get more advice and better answerers if you ask more specific questions about what you are looking for in a new home town. What you have asked for so far fits many, many, many areas in middle and east TN.

hmm...I can think of a bunch of towns that fit your above bill. You said good schools, we have lots of those but what else are your kids interested in? Do they need to be close to a dance studio? Horse back riding? Public pools?
There are a lot of little areas around the Tri-Cities that you can feel out in the middle of nowhere but only have a 15-20 minute drive to major shopping.
There are also places a bit north like Sneedville or Rogersville where you can live 15-20 minutes to the nearest grocery store but have to drive about an hour to get to a Lowes or a department store of any kind.

There's always work available for someone willing to work. It's more of a question of how much salary do you need. If you want to live in a really small town, there's a good chance you won't be able to find much construction work.

I think mbmouse is right on about the Tri Cities, it's a great area with a lot of small communities that are within 10-15 minutes of larger towns like Johnson City (lots of construction going on in JC), Kingsport, and Bristol.

Or you can try the Cumberland Plateau, particularly Cookeville and Crossville which are also growing rapidly and have a lot of construction jobs, both housing and commercial. You could live in a small town like Livingston, Sparta or Monterey and be in Cookeville or Crossville in 10-15 minutes.

But you do probably need to provide some more info on what exactly you're looking for. Do you want to be near mountains? Water? Do you like to hunt? How about churches? What kinds of activities do your kids enjoy doing?
