Not to say it is right or wrong, but comparing across the board is not necessarily useful. Each state (or at least area) will have its own set of challenges and issues to deal with in getting kids to graduate, while some will have higher or lower standard requirements in order to graduate.

OTOH, it is nice not to be at the bottom.....
