Hope this doesn't sound like a dumb question, but is one expected to pay back taxes for all the previous years that an old vehicle has been sitting in the yard.

I have two old cars that have been out of commission for at least 5 years that I'm hoping to get repaired. What are the steps I need to take in order to get them back on the road?

I'm in Bexar county if that makes any difference.

Surely your Bexar County car registration site would have the information. Here is what I found on the 'lemon law' not sure if it applies to you. TXDMV.GOV - Lemon Law

You have to get car insurance for both cars, proof of insurance is always required before work is done. At least it is for me. Once you feel it's ready, get it inspected and start the two step process to get your sticker for the windshield.

There are no taxes per se for a non-operating vehicle. Since you haven't driven it, you haven't needed tags or plates. I did something similar on an RV a while back - I got it running, called the local PD (they were VERY cool about it - called them just before I headed to the inspection station, they said if I was pulled over on the DIRECT way there, just to have them call dispatch) and got it inspected. Parked it there, drove over to the registration office and got the tags.

It WAS funny to watch the double-take by the guy at the inspection station when he went to replace the inspection sticker and noticed the old one was ten years old......lol

As noted, be sure you have a copy of your proof of insurance!
