i think your first rule is a good one.
however, my picture should be pretty obvious just examine the coast line. i'm sure someone is going to guess it rather quickly.
It's named 'waterce' so I'm going coast of England. A rocky protrusion with a fair-sized bush, two more protrusions, a river mouth. Hmmm .... Penzance?
Yeah, it's the architectural style of the 'historic' buildings in downtown San Diego, but I don't recognize any of the other buildings around it. So I don't think the architectural style is at all useful as a hint.
Hint: If you recognize the arthictectural style, it is in a place that is well-known for many such examples.

Correct, it is Tulsa, Oklahoma. The building in the picture is the Bell Telephone building.
