I've watched a few videos of Montenegro recently & it looks great, Kotor specifically. I think that one of them mentioned cruise ships stopping by so it's not "undiscovered" but it has certainly made my short list.
Slovenia is another new entry on my list, but not as high up.

Kotor is very pretty. I liked Tivat as well.
