I may not have thought this through, so if I've misunderstood what you were trying to say, forgive me please.
I haven't been to N.Z., but I've driven in Australia, and both countries drive on the left.

If a highway has a median, then it's fair to say that it is a dual carriageway.
The vast majority of dual carriageways have a minimum of two lanes in each direction, agreed?
If you are driving in N.Z. and driving NEXT to the median, you'd be in the fast, or overtaking lane, just as if you were in the U.S. and had the median next to you on your left, you'd be in what is normally the lane for overtaking.
Anyone who wished to overtake would have to do so on the inside, legal in the U.S., illegal in the U.K., don't know about the colonies down under.
