I would just wait until restrictions are lifted. Why pay for two weeks in a hotel in a city I can't explore?
I agree. I'm retired so number of vacation days isn't an issue but 14 days of being cooped up at my expense somewhere before I can go out is no way to start a vacation.

The only way I'd consider a two-week quarantine would be if I was planning to spend several months living in the country in question (especially if I had a work visa or a student visa). Otherwise it's just not practical.

If you're quarantined, you're not getting buffets of food or access to the pool. You're getting a tray delivered to your room of whatever you choose from their likely limited menu because the kitchen is short staffed.

You are not going to a buffet and swimming in a pool under quarantine. It doesn't mean you can roam the property, it means you cannot leave your room.
I've been through 14-day quarantine on rural property.... forest, meadows to walk and run in, deck to relax on, I just stocked up on food for a couple of weeks in advance. I could do this forever. Actually my lifestyle is like this anyway, so wouldn't notice the difference.
