If you take a look on the Delta website you can probably find out. I took a quick look and it was not obvious. Probably your chances are better if you try to do the transfer relatively soon, it probably wouldn't hurt if you have an account and/or are a frequent flyer yourself.
Probably if they will transfer the miles there may be a fee involved.

Yes, they are transferable. Call the airline and they will tell you what you need to do to transfer them.
