My parents are flying for the first time and will be arriving at Chicago Ohare international terminal.
My question is, can i get some sort of pass to go upto the baggage area (before customs, after immigration) and receive them?
My parents are quite aged and will need assistance in retrieving the baggage.

Contact the airline as they have the authority to do it on domestic flights. They should be able to answer the question/
Contact the airline. They will assign an escort to them. The escort will stay with them from the moment they get off the airplane until they are no longer needed. The service is free from most airlines (all in US due to ADA), but expect to tip on the extent of need ($10-$20/per person). Also if they have walking issues, then they will also assign wheeled escorts for each one of them (add additional tip of $5 per chair).
O hare is a bit of a pain from getting off the plane to out of the airport. The stupid train just before the arrivals hall is always crowded, and might make your folks uncomfortable if they have to remember the airline and which stop to get off at. 1/2/3. I never heard of a $20 tip for those 'escorts' though. Wow.
No. You have to wait in the international arrival area after immigration, baggage, and customs (in that order). Like others have said, contact the airline and get them assistance.

So you know this is not the jeep that drives around the airport, those are totally free and used for gate to gate transfers Per ADA. The $20 number is more for a worst case scenerio. It is when they get a personal escort and they have to hold or wheelchair the individual, pickup the luggage and load it onto a cart, take the people and the cart through customs and finally get them to the people waiting for them. Truthfully you should'nt have to tip them anything, but these people stand next to you making statements about tips. On average $20 would cover a couple (or $10 per a person). The worst case scenerios usually occur in LA, Chicago and Atlanta. NY has been half that. Non international airports drops down even lower and many refuse to take the tip at all. This is just one of secret services that are available to everyone, they just don't list them on the web pages. For international flights there are more but then that would be a different thread.
