IMO if your average big city has 70% clearance and your average suburb has 85-90% clearance that is acceptable. Big cities deal with big city crime issues which make solve rates lower. Its really pathetic when you look at on a macro scale; most violence happens in one area of a city, most no-snitch mentality happens in one area of a city, and finally most people complaining that the police don't care/don't do their job are in one area of a city. Its really a vicious cycle.

Random drug dealer/gang member murders are hardest to solve due to the lack of cooperation and exceptionally larger possible suspect list. The reality is, America is really a pretty safe country if you are removed from those lifestyles. Of course random things happen, but they are the exception not the rule.
