Which mall is better? That depends on what you want.

Tucson Mall has the most stores, the most dining, the most other stuff around it, but it can be a little crazy at times. Traffic along Oracle sucks.

Park Place is smaller, easier to get around in, has a movie theater, but pitifully limited parking.

El Con Mall has been de-malled, so other than the movie theater (or a Chik-fil-A craving) there isn't much there that makes it a destination. It sure is handy if you are in the area though because there is a relative abundance of parking and relatively few customers in the stores.

Foothills - OK movie theater, OK stores (including a few that are not in one of the other malls), some decent and unique dining options. Like most of that part of town the traffic there is crazy. Bonus points for the potential of balloon shenanigans.
