The Tucson cactus and Succulent Society works with developers to rescue plants, which they sell to members (Membership is $15/year) and sometimes to the public.

Members also bring plants and cuttings to meetings to share.
I don't know about their agave stock, but the folks at Desert Survivors are very nice, and there is a huge variety of plants at good prices.
