They certainly tried. The Joan Rivers Show was good but she had trouble getting guests when her bookers got into a war with Johnny Carson's. She got fired and her husband Edgar (a producer of the show) ended up committing suicide. Then they gave Chevy Chase a talk show. It went down in history as one of the worst things ever put on TV. A while later they mounted The Magic Hour as a talk show hosted by Magic Johnson. It made Chevy Chase's show look like Shakespeare.
Perhaps the Fox execs decided that time slot was cursed and decided to leave it alone.
I remember Ross Shafer and Arsenio Hall hosting the Late Show on Fox. Shafer was boring and unknown while Arsenio became wildly popular which resulted in him getting his own late night talk show.
To the OP's question I am not sure there is enough audience for shows on all 4 networks. Back in the day when Arsenio was hot you didnt have anything on ABC.

You had Nightline but that was before FOX and MSNBC narrow-casted to partisan viewing. Why focus on late night when FOX entertainment still doesn't broadcast at 10,9 central in primetime after all these years?

There also wasn't anything on CBS. Arsenio's show was cancelled shortly after David Letterman started on CBS.
Arsenio also had another show a year or two ago, but it only lasted a season.

I think The Magic Hour was syndicated, and it just happened to be on alot of Fox stations because they had availability at that time. Don't think it was officially a Fox network show.
But.. I'll back you up totally on the fact that the show was a colossal piece of crap.
They made a run for Letterman back in the day when he left NBC.. I think that was their last serious attempt at a late night show.. Outside of competing with SNL via MadTV and the like.
