I wish they would disallow throwing competitions, it is not a good way to play, nor is it fun to watch.
The producers could offer an incentive to win e.g. winner of the most competitions in a season wins $25,000. This would make more sense than the $25,000 prize Kevin won in the very first competition. I really don't understand why the producers offered that.

It was the pretext to get Paul back in, IIRC. After all, out of a house full of new guests, how likely is it that at least one of them wouldn't take the 25k? In the *extemely* unlikely event that the big pile of money didn't work, though, I'm sure that Production had a back up plan (or two) to get their little pet back in. It has become more and more apparent over time that their goal for BB19 is to bring Paul back for a win.
Regarding the competitions, is it really a shocker if it's the same one as last year? If there's one thing BB does is that they don't really change the competitions up. It's the same ones scheduled around the same time.

Maybe, so in The Finals, the truth leaks out to see if/how this influences The Jury votes?

So many HOHs have been thrown this season that winning them is meaningless as an indicator of gameplay this year. I hope Wiffle-Nuts has the sense to inculcate that in the jury, so that any claim of competition dominance is brutally parried.
Yes the way they are playing any more being HOH gives them nothing but safety any more. No one making any moves.

How do we know that it wasn't prearranged? With all the speculation of production interference this season, it would be easy to do that as well.

I think they should at least shame them when they do it. I love reality competitions that have the host shame the person for throwing a competition. Julie should be able to express her disappointment in front of the entire house with whoever throws a comp.
