I'm thinking the earliest that could be imposed would be the enxt budget year correct? (july 2011)? I know it also has to get support from the states legislative branch which of course is heavily democratic controlled.

The task force has no power to change the law. That requires a majority of the State Legislature. In New Jersey, that legislature has a strong Democratic majority and is likely to stay that way.
Leaders of both houses of the legislature have said publicly that they will not pass any law reducing the availability of UI benefits -- including changing the funding requirements for EB -- in New Jersey for the foreseeable future, regardless of the recommendations of the task force.
