Yes. Each time you file a new claim, UI does contact the former employer on which you are basing that claim to verify your eligibility for basic benefits -- but that's the extent of their involvement.
Former employers contribute only to regular benefits in each state. For that reason, they are contacted when you file a claim to ensure that your termination meets the requirements for basic unemployment benefits. There is no reason to keep former employers aware of your extensions, as they do not contribute to them and are not involved in the determination of your eligibility.

Technically you are right when it comes to the first 26 weeks, but the Federal government has increased and extended the FUTA tax to cover Tier 4 of the EUC program.

The Supplemental Appropriations Act of 2008 raised the FUTA to 6.2% from 6%. And subsequent legislation has extended that higher rate through 2011.
The same Act that initiated the increase in FUTA also authorized EUC Tiers III and IV -- however, I am unaware of any legislation that designates the allocation of the higher FUTA to fund EUC Tier IV. Do you have a link to this info?

I will get it. they used the extension of the FUTA surtax to offset Tier 4. Tier 4 was deficit neutral when it passed in the fall of 2009

Please do. My understanding is that Tiers III and IV -- like all EUC Tiers -- have been funded as "emergency spending" since their inception. In fact, maintaining the precedent of "emergency funding," has been the philosophical reason consistently given by the Democrats as they have refused to provide offsets for these extensions when new and through their subsequent renewals.
It seems odd that the Republicans would not have used Democrats' agreement to a "deficit neutral" Tier IV -- which in fact means that there is an offset -- against the Democrats in subsequent negotiations.
This is the only thing i can find. I remember vividly, that it was harped on during the whole Tier 4 process that it was deficit neutral due to the extension on the .2% FUTA Surtax.
