There was once a time when the plan was to have that freeway stub continue along the side of the Thruway and hook up to the 787 terminal at the Thruway, it was to act as a "local" freeway version of the Thruway with multiple exits. There are many cancelled freeways in the Albany area.

Here is a good article on unbuilt Albany area highways.

The highway that was almost buried under Washington Park | All Over Albany
