Transit access to downtown Oakland is good, but plenty of downtown businesses offer free parking to their workers. The disincentives are low. And lots of neighborhoods in Oakland aren't well served by BART or bus to downtown, so the time trade off would be terrible. For example, if you lived in the neighborhood approximately 2 miles/freeway exits from mine, your bus ride is around 30-40 minutes and it is a 10-15 minute drive most times of day. Even worse for the area next door to that one. 50 minute bus ride and a 15 minute drive. The drive to BART from either is about 10 minutes....
