Hey there!
The National Parks will be empty-ish, as ATVs are not allowed in the parks.
Usually camping is tough in the parks, so you could take advantage of it.
Arches National Parks has half available to reserve online and half on a first-come-first-serve basis, in person at the park. And the Warner Lake has a 4 person cabin to rent. It would be at the very top of the Loop Road and Sand Flats juncture. Both can be reserved online:

The suggested Bartlett Wash camping, and all of Moab's remote primitive sites do require portable toilets. It is necessary to "pack it in pack it out", "Leave No Trace", protect these highly used, wonderful places from that kind of yucky pollution.

And finally, Sand Flats does have 124 campsite. You might get lucky with the first-come-first-serve up there.

If you were a group, Two group Sand Flats camping sites take advance reservations. Group minimum to reserve is 11 and the maximum is 16. The reservation fee is $10 and the base fee for the campsite is $50. The reservation fee and first night's camping fee ($50) is non-refundable. The base fee covers up to 6 passenger cars and 16 people for first night's camping only.

Then by all means take Cottonwood Canyon if you are going to Lake Powell. Stop and see Grovesnor Arch. A good lunch spot on the dirt drive.
