What you will find is that increasingly the big box stores like Lowes and Home Depot basically use their appliance departments as showrooms and then arrange for drop-shipped delivery to your home. Depending on the specific model you want they likely won't have it in stock and arent really set up to have it delivered to the store.

I don't know exactly how they work but it seems that they have two separate shipping channels. For items they normally stock and for some special order one-off items they use their regular shipping channels from warehouses to the stores. But for appliances and other big ticket items that are normally home-delivered they use a separate drop-shipping method straight from the regional warehouse to your home bypassing the local store. I looked into getting a special order dishwasher to pick up at the Home Depot across the river and they couldn't do in-store pickup. You could only order home delivery. In the end I managed to fix my dishwasher following some YouTube videos but that was my experience.

But yeah unless you’ve got access to a truck/van to self deliver it will likely come out to a wash. Though there are little pop up appliance delivery businesses around that could likely be negotiated with for cash...but stiff them too hard and they may just take off with your appliance.
Almost half the General Fund comes from sales tax in WA.

True, but using a third-party would be technically illegal. Not sure who, (if anyone), regulates such things however.

There's absolutely nothing illegal about using a third party delivery service. The failure to pay the use tax by the purchaser in WA is the issue.
