I think this argument is pretty silly. Look at your maps. Vancouver has nothing to do with the Willamette Valley, and in fact, the Willamette/Columbia confluence is atleast 3 miles west of downtown Vancouver.

To which I'd say "look at geomorphology" - how were the areas formed? What are the soils and subsurfaces? Portland and Vancouver are the same thing, if you drill a well in the Vancouver area you will go through exactly the same layers (within local variation) as you will in the Portland area. From the Miocene on up, you are looking at the Columbia River Basalt group covered in soils, sediments shed by the volcanic Cascades, flood events and finally the Missoula Flood deposits.

You could argue that the Willamette Valley is really defined as the area south of the the "highlands" that go from Tualatin over to Oregon City and that Portland doesn't really belong in the Willamette Valley, which really stretches from Wilsonville to Eugene. Certainly that would be an easier position than trying to relate Vancouver to Olympia by anything other than being part of the same state.
