Slightly west of Shenandoah (valley?) is Elkton, which is small, rural and beautiful with nothing to do,...BUT it is situated just south of Luray, 15 minutes east of Harrisonburg (major shopping and civilization), 30 minutes north of Staunton/Waynesboro (beautiful, fun places) and 40 minutes west of Charlottesville.

So if you are looking for beautiful, scenic mountains, rural AND with major attraction towns all around you then Elkton might work.
Real estate is cheap as well, with the exception of the Massenutten(sp) resort area.
