I commented to you about this in your other thread. It is for the city, not the county. Most outsiders do not know that Winchester City is not the same as Winchester in Frederick County. Tax rates, schools, real estate are all considered separately.

They are currently considering a unification process.

Default gang initiation attacks - BEWARE

This same thing just happened in Leesburg. I don't know the details of the Winchester incident - but this is a real danger that is becoming more common. In the Leesburg incident, a man and woman were taking a walk early in the morning. The man was killed and unbelievable things were done to the woman who was almost killed. BEWARE
