I may be moving to VA soon, but have a few questions regarding transferring my license plates. Their website is rather unhelpful.

1) I need to have an inspection done before attempting to title/register my vehicle, right? The inspection sticker, is it still a big ugly thing in the middle of your windshield? Can you have this done at places like Jiffy Lube?

2) Does the same office do both drivers license and license plate transactions?

3) How does property tax work? Do I pay before or after? I'm assuming I will not have to pay sales tax as the vehicle was bought and registered in another state.

State inspection should be done prior to registering the vehicle, Jiffy Lube does not normally do that type of service. All services should be done at the same office unless it is a mini location that only does registration, check online for information. Once registered the community/county you will be residing in will send you a property tax bill.

DMV does not care about your state inspection. VA, for NOVA anyway, has an emission inspection which they will require before getting a tag. This can be done where a state insp is done. Follow the procedure for new tags then find any service station that does inspections.

Since you already got answers to the other questions I will briefly touch on property tax. You get a bill twice a year. The amount (% of value) you pay depends on the county you live in/vehicle is garaged in. So if you have an idea as to where you would live in VA, just look at that county's website for an estimate. Also keep in mind that some (very few) places in VA, e.g., Alexandria City require you obtain a city sticker ($33 a year IIRC) as well as that district's parking sticker ($30) if you park on the street.

It is best to get the inspection first, someone I know got a ticket over the inspection because he had to wait a day to get it, the police have no mercy.

We get one bill a year. Maybe it varies by jurisdiction.

Yeah, now that you mention that, you may be right. I used to get two in Spotsy but get one now in Alexandria.

All depends on the assessed value of the vehicle... I think I am paying around $400 for a 2009 Ram. The higher the value of the vehicle, the more you pay. Also different counties have different assessment methods; Spotsylvania for example had a higher rate for trucks since (using their logic) truck value overall has gone up after a whole bunch of gas guzzlers got crushed in the cash for clunkers program.

I will hopefully be moving to VA in the next few months. I purchased my vehicle at the beginning of the year and paid tax on it at the DMV here in Missouri. I noticed that VA requires proof that sales tax was paid for vehicles purchased within the last 12 months. Is a paid receipt from Missouri DMV sufficient for this proof?
