Are public records on the Virginia state court website open for everyone to view? And do they notify you if someone has looked at your records?

The website is open to searching; they do not notify you when someone looks at your record on this site:

Case Status and Information

Also, there is some kind of law in VA that requires the courts to destroy misdemeanor cases after ten years. But, if you were fingerprinted, I believe the arrest record will still be there, as they are on the link I posted.

A criminal conviction (misdemeanor as well) stays on ones record forever unless it is expunged. (In Virginia)
