I am looking at apartments near downtown Silver Springs and wonder what my commute time would be to NIH (working 7 a or 7 p)? Is the 495 too much or would the East-West Hwy be better? Option 2 would be downtown Rockville to NIH - I'm thinking that's gotta be quicker?

The problem isn't necessarily the traffic immediately local to you, although it could be a challenge, it's the NIH traffic itself. Getting to NIH at or before 7:00 (whether a.m. or p.m.) will largely avoid the significant campus access backups and limited parking availability.

From downtown Silver Spring, East-West Hwy. to Jones Bridge is the most direct route. You go out of your way a bit to get to 495. Rockville to NIH is a straight shot down Rockville Pike or Old Georgetown Rd. Whether Silver Spring or Rockville, the travel distance is roughly the same. Both routes are heavily dotted with traffic lights - lots of start and stop traffic.

use bus #j5 its very fast or J1,2,3 or 4 from silver springs to NIH or from rockville the metro red line driving there is HELL

The metro from R'ville to NIH is very quick and easy- I'd avoid driving if at all possible!
