My husband and I are house searching, and we came across a community built by Khov called Belmont Crest in upper marlboro, 20772, east of Andrews airforce base. Anybody knows about this community?

According to schooldigger.com only two PG elementary schools that are rated 4 or 5 stars are south of Route 50 and they aren't in Clinton, Upper Marlboro or Ft. Washington.
The best schools in PG tend to be in the Northern part of the county.
According to PG school website if you went to with the Khov home your child would attend Melwood Elementary.
