As you've noticed, that's a tight budget for parking + W/D within the core neighborhoods. At least you're willing to compromise on the walkability.

McPherson Square is right by Metro Center, so perhaps you might want to also consider neighborhoods along the Red Line -- both towards upper NW and maybe Brookland or Takoma on the eastern leg. The Green Line isn't the most convenient for that location, but plenty of buses ply 14th Street between there and upper Columbia Heights or Petworth.

Yes, Arlington is very liberal, but I've also noticed that teh gheyz tend to be north of the Potomac. Since you're coupled, you might appreciate that DC allows marriage, and Maryland recognizes marriages performed elsewhere.
