OK, so I'm in a restaurant and the waiter and I get into a conversation (slow night) about his life, and he mentions that he used to work at the Park Hyatt in the District and was laid off because of remodeling at the hotel. Upon completion of the remodeling, it was announced that 70% of the staff would be permanently let go---and they were all replaced with J-1 "interns" from overseas (mostly from Europe). I was dumbstruck. The District has an unemployment rate approaching 10%, and we're shipping in people from overseas to work here? WTF is wrong with this picture? Why hasn't the political community in the city raised hell? Is this happening in the hospitality industry across the nation?

A restaurant or a hotel is a for profit business and not a public service organization. Cheaper labor equates to higher revenue/profit. Period.

J1 visa abuse is becoming a growing issue; I think it may explode in the upcoming election. The teen unemployment rate is in the 20% range, meanwhile companies are using J1 visas for the summer jobs teens used to fill. I don't follow your logic. I'm not saying that a for profit business is a public service organization. I work in the "for profit" sector. I don't know what you do for a living, but how would you feel if your boss laid you off so he could legally bring someone here from another country to take your job at a lower salary? I'd be pi$$ed.

I wouldn't be happy, but I understand if by doing so improve their business and/or increase their revenue.

I understand the profit motive---businesses exist to make money, but where would you draw the line? What if every job in your field were taken by a J-1?
I don't know about you, but I wouldn't let people walk all over me like that. The system is screwy. I've thought about visiting my Congressman's office about this, or at least shooting off an e-mail.
