That was my suggestion too, although I get it that the OP doesn't want to consider living outside DC. A lot of little things are less expensive outside DC, though, if that helps. It's not a huge difference, but if you're trying to be frugal things like the price of gas can add up.

You could find a nice apartment near the Courthouse Metro stop. super easy commute downtown. Safe walkable area. You would love it there.

For a single person or a couple who had time to wait for a decent, smaller apartment (~600 sq ft), this might be true, but not for a small family that's going to move. Rentals here in Courthouse (and everywhere in Arlington along the orange line) have skyrocketed and are comparable to DC now. A 1500 hard cap on rent is going to make it very, very difficult to find a place in this area (believe me, I've looked).

I'll echo some of the other posters and say that the Columbia Pike area will have more affordable apartments, while still having good transportation options to DC.
