I am going to spend 2 years in DC for my master degree. I am wondering whether line dry the clothes is possible in terms of weather. I don't want the dryer to rule my clothes.

I assume you mean "ruin" your clothes? I've never heard of that fear. I am guessing you are not from the U.S.? In this country dryers work fine and I don't see any reason to think they will ruin your clothes.
Dryers do ruin your clothes. Might not ruin them on the short run but overtime you'll see a difference. If you don't believe me just look at your dryer when you're done with a load that lasts from 45-60 minutes. Pull the screen type piece of plastic out and look at all the fabric attached to it. That fabric is your clothes! So over a long period of time your clothes will lose there color and amount of fabric.
I dry my shirts and pants by air..then throw them in the dryer for about 10 minutes to get the wrinkles out. Saves money and my clothes.

But then your clothes will smell like the stinky, musty, humid DC air.
