With average high temperatures well into the 90s and a latitude of 46°N I wonder whether the Tri-Cities area of Washington State would qualify. Large diurnal ranges though.

Further north I feel most areas in the Okanagan probably dip to below 80°F on average by the time the sun sets at around 9pm.

Try Mediterranean coast of Turkey, it has 85-90°F in evening in midsummer.

Roughly the same latitude as Death Valley though so unlikely to be furthest north.

Possibly Karamay at 45N. Good luck swimming in the middle of the desert though.

Atyrau is an even stronger contender at 47N. There you can actually swim in the Caspian sea.

I tnink Karamay and Aturau have 75 - 85°F after sunset only in July. In June or August they have 70 - 80°F after sunset.
