I have lived in both Seattle and the Spokane area and visited the other two places.

I would take Spokane. April to October, the weather is better in Spokane, more sunshine and dryer. October to April, the weather is pretty lousy in all four places.

None of them are my favorite WA climates. I'd take The Dalles, which is split between Wahington and Oregon, with the airport ( and I'm presuming the weather station? ) are based:

If not that, then it's a tie between Sequim and Walla Walla.
