My sister is actually in Hong Kong now. I should ask her what the weather's like. It was December when I visited Hong Kong, very nice temps (low 20s, mild nights). Their winter highs aren't too different to here in Perth, so definitely on the coolish side. San Francisco winter looks fairly similar to Albany, a touch warmer than Melbourne, which is no big deal if you're decently dressed. I'd take Hong Kong, of course. As for summer, I'd probably take San Francisco.

Yeah more sun in the summer is all good. Not much rain either compared to 400mm one month in HK. Can't even imagine that, like darwin.
Although both choices are terrible (way too warm in the winter), San Francisco is by far the better choice, as it is cooler than Hong Kong. It may actually feel like it's not summer in San Francisco, whereas Hong Kong features what I would consider summer-like weather. However, San Francisco's winters are closer to what I would like during summer than anything I would think of as a winter. Lastly and most importantly, I could actually get a good night's sleep in San Francisco, but in Hong Kong the nights would be too warm (at least they would be much of the time), seeing as my sleep begins to be troubled anytime the nighttime lows approach 60 Fahrenheit.
I don't know. Having spent a winter in Hong Kong it's not as pleasant as it seems to be due to : 1) extensive cloudiness (but this is true for late winter especially, Feb-Mar) 2) frequent cold snaps with cold, humid, very windy conditions 3) the absence of heating in flats, making it very uncomfortable 4) severe pollution at times
Hong Kong however has some gorgeous weather in late fall/early winter (Nov-Dec).
So :
For Nov-Dec-Jan : HK
Jan-Feb-Mar : San Francisco
As to the city itself I would pick HK without hesitation though :P
This really depends on whether pollution is counted as weather. If so, San Francisco. If not, Hong Kong.
