Had a dip in the sea off Wales on Sunday, air/sea temp was about 15/11C. No wet suit, just shorts. Ideal beach weather for me is air temps in the mid 20s C with clear skies: any hotter and the sand starts burning your feet. Sea temps only get up to around 17C most summers round Britain: occasionally it can hit 20 in the shallow parts.
My preferred water temp is probably 23C-26C enough to feel cool and refreshing but not cold.
Preferred air temp 25C+
In Melbourne the most important factor is sunshine I find. Frequently swimming in 18C or less requires the sun to warm up effectively after a decent swim.
I swam in 13C water once in Melbourne in the start of September and it felt ridiculously cold to me then felt ok after 5 minutes. After spending ~30 minutes in there I struggled to walk on the beach after leaving due to numb legs.
