For me:

Temperature about 32-33C

Partly cloudy skies

Moderate UV strength

Moderate humidity, about 40-50%

A steady, gentle sea-breeze, say a steady 15-20 km/h

SST would be about 24-25C: warm enough not to feel chilly when first getting in, but also refreshing enough to cool you down.

32-34°C
Sunny
28-30°C water. I HATE cold water even more than cold air if that's possible

I actually don't like the idea of going to the beach on a 40C, UV rating of 14, just to cook in the sun. I get that people want to go in the water to cool down, but at those temps I'd rather be indoors.

My favourite time to go to the beach is actually when the sun is not directly overhead. Morning or evening on a balmy summer's day, especially with a nice sea breeze, is the best.

Air temps 23C - 27C (coast feels cooler then further inland), water temperatures 18C and above. SST's in UK are rarely above 20C I think,, average for southern England is around 18C in high summer

It is interesting that what you consider warm partly depends on what you're used to. I imagine Brighton would be packed in summer, even though the typical summer's day there is probably a typical Spring day in Melbourne.

Brighton Beach is super packed whenever the sun is out, even though most people would consider the water temperature's to be quite chilly.

SST: 24C-28C
Air Temp: 28C-35C and partly cloudy, with an offshore breeze.

March is one of the best times to go down to the beach here, SST's are at their warmest and the sunlight is losing a lot of its intensity.

Agree...I've actually swam in the water as late as June (not really a big difference between SSTs). Albeit it was a a warmer June day, but it wasn't too bad.

SST: 80-85F

Air temp: 80-90F

Partly to mostly cloudy with UV index no more than 12. I think Puerto Rico's stats are good enough for me

Air temp 25-30°C

Sea temp: 28-30°C

The sea temp can't be lower than 28°C, my local swimming pool has water at this temperature and that feels fairly cold when you first get in.

Weather, should be mostly cloudy but warm and muggy. The sun burns me easily so I don't want full on sun when in the water and with little on.
