Somewhere in Eastern Washington around the same latitude probably has similar July summer highs but I think Astrakhan has warmer averages.

Kennewick,WA is overall warmer (much warmer winters, springs and falls) Average July high 90F low 62F (unfortunately low is cooler)
Inland southern Washington state is warm & dry, Yakima and Walla Walla
are just abit cooler than Kennewick, (part of the "Tri-Cities" with
Richland and Pasco) Same latitude btw 46 degrees N
Astrakhan isn't too far from the warm Caspian Sea. Dew points go up once the night arrives, preventing a too steep temperature drop: History | Weather Underground
It isn't inconsistent with "nearby" Volgograd, which is also rather dry but further north and further away from the sea: Volgograd Climate - Pogoda.ru
