Kennewick,WA is overall warmer (much warmer winters, springs and falls) Average July high 90F low 62F (unfortunately low is cooler)
Inland southern Washington state is warm & dry, Yakima and Walla Walla
are just abit cooler than Kennewick, (part of the "Tri-Cities" with
Richland and Pasco) Same latitude btw 46 degrees N

Berlin for sure, mainly because it has colder winters. If Berlin didn't have such low sunshine hours, it would be the perfect climate for me.

BTW, as regards warm-summer locations at high latitudes, what about Orenburg, Russia?

It has an avg high of 29°C (84.2°F) in July, at 51°47 N, almost 52°!
And the record high is 41.6°C (106.9°F)!

Yeah both are horrid..

I choose London

Astrakhan's lows are suspiciously high given how dry it is.

Astrakhan isn't too far from the warm Caspian Sea. Dew points go up once the night arrives, preventing a too steep temperature drop:

It isn't inconsistent with "nearby" Volgograd, which is also rather dry but further north and further away from the sea:

The 1981-2000 data set for Berlin can be seen here (just ignore the annoying yellow box in the middle):

Total annual sunshine hours are now over 1,700. This can be found in the row called "ensoleillement".

As this is a French site it's all in Celsius and the commas should be read as decimal points.

For London (Greenwich) scroll down to "Londres" :

Greenwhich is an anomaly within London and the SE as a whole. Heathrow is better.

It seems fairly typical of the SE to me, albeit somewhat warmer because of the UHI...unless you're referring to the sunshine amounts?

Sunshine amounts, yes.. both Kew Gardens and Heathrow are much sunnier.
