Bognor without hestitation ("below par" is a lot better than "very poor" in my sunshine terms, though it should be noted that the Heathrow average 1981-2010 is about 1612 hours, improving that to "poor").
I chose Bognor. I wonder if although the shaded thermometer reads lower there the average ambient non-shaded temperature is actually higher than at Heathrow because of the extra sunshine? Plus, 1903 hours sounds a hell of a lot of sunshine to somebody like me who's pleased with this year getting above 1600. The only drawback would be the longer waits between anything more than a marginal snow event.
Luckily my cousins live there, so I get the best of both when it comes to sunshine and heat in the UK. Although I think Portsmouth is now the sunniest part, with around 1950 hours.
I would still pick Heathrow though, the number of 25C+ days is most likely much higher at Heathrow
