Assuming the data for Norilsk is correct of course. I have looked for climate data for Norilsk on meteo.ru or pogoda.ru and didn't find it.
I've seen some videos of winter in Norilsk and it looks like it receives significant snowfall and a lot of wind with bitter temperatures. Norilsk also has very poor air quality.
Anyway, I'd choose Wrangel Island and its colder summers over Norilsk.
Wrangel Island is a D- or F+ and Norilsk is an F--->.
Wrangel Island for me. Less brutal winters. I like cold, but -3F average high temperature in January is cold enough for me. I'd pass on the average high of -24F for Norilsk in January. Both have enough snow for my liking. While Norilsk does have warmer summers, neither summer is really warm enough to enjoy typical outdoor summer activities. So they're tied in that regard, and Wrangel Island poses little to no risk of temperatures too hot for my liking, unlike Norilsk. I also favor Wrangel Island's slightly more northerly latitude. Plus Wrangel Island averages three snowy days in July. And I am not opposed to summer snowfall at all.
Nor'ilsk gets hardcore winter weather, usually with crushing amounts of snow. The bitter cold enhances the entire winter experience. The temperature is a bit much for me, so I'd choose Wrangel Island's winter temperatures. However, Wrangell Island, from the looks of it, is too dry in wintertime. Wrangel has virtually no summer weather at all - it remains in the 40's through the warmest part of the year. Nor'ilsk at least has a decent warmup in summer (up to 61F).
So, although it's decidedly too cold in the winter, all the factors besides that make Nor'ilsk the better option overall. The grades for both climates are B- or thereabouts.
Norilsk hands down. I remember being surprised by photos of its snowy streets, but now that I've seen the climate stats I understand. That's a very wet winter for such bitter temperatures.
I prefer Wrangel Island's winter temps, but Norilsk's summers are much better. Better have two months of mild weather than none, regardless of the rest of the year.
I'll pick Norilsk, at least it doesn't suck for about 2% of the time (above average July early afternoons )
