Yes. New York last snow season had only 2 snow days, and this season so far we had 3.

London have had some big snowstorms during daytime few years ago which is rare.

When?? All the 'major' snow events here are at night/evening.

I haven't used as scarf in years. I didn't even use one in December 2010.

Yes our snow events do spill out into the morning and early afternoon. But a major snow event in the middle of the afternoon and peaking in the afternoon is rare. Also the peak of that snow event was at night.

Seriously why does it matter if it snows at day or night? Snow is snow.

Because if the snow starts to fall during the day it rarely settles...

I never wear them because I never got in the habit of doing so. I ride my bike around here during all seasons and when I do that, like I did yesterday, I wore one sweater, two hoodies, and one winter jacket. Layers do wonders for me... I hate how scarfs feel. I went to school for a year at UMass-Amherst in Western Massachusetts and I remember one time the temperature dropped really fast as the evening hours went on. It ended up being like -10F (-23c) that night, which I'm not used to around here since our record low is something like -15F and that's pretty rare. All I had was my winter jacket, which although heavy, was not enough. It wasn't a scarf I wanted then - it was another winter jacket! lol
