Usually forests are green by late April. Shrubs can leaf out in late March.

I'm only just beginning to see leaf buds on trees here. I'd give it until mid-April or so to start seeing some of that bright green Spring look on the trees.

But I've got an Okame cherry tree with tons of flower buds on it -- looks like it might bloom around Easter. Can't wait!!

Its not about the winter but frosts. Somewhere could have a warmer winter than me and get loads of frosts but not have leaves to later.

Yep I was thinking of starting to coming out, too, as in one of the Philly photos I posted. As you said it's earlier in your location because of fewer frosts. Usually.

Typically, mid to late April is when the majority of the trees just explode with leaves.

I see some small leaves now on certain trees/shrubs, despite the cooler weather. We're definitely behind last year though, by about 2 weeks. Flowering trees don't have flowers yet, they're almost there though.

Usually mid to late March, with some species not until mid October.

Some species don't fully lose their leaves until bud burst.

It sounds the length of the "leaving season" is longer in the UK. The time from first leaf to everything leafed out sounds like it's more extended than here.
