Are you sure about the 33°C in Cherbourg?? Seems more 21°C on meteociel...
That's said many places in Normandy coast, unused to heat have known close to 35°C temperatures.

Yes, but I don't think there are foehn effect in Normandy, since there are no mountains, just slightly hilly areas... Having more then 33°C in Normandy coast is unusual because it is one the the coolest areas in France, along with northwestern Britanny's coasts are usually outside of the heatwaves.
When you have sub 30°C or sub-35°C in msot of France they usually keep around 25°C in those coasts...
Today they have recorder near 35°C temepratures in Normandy, which is actually quite unusual.

I don't think so, the weather station is located outside of the city on the "Cotentin plateau" (138 m). The dew point was around 16-17°C there at the time of maximum heat, not that low.
